The National Dairy Development Board (NDDB) with support from the World Bank has been promoting the dairy Cooperative model and expanding dairy products throughout the country. Consequently, milk production has increased, and raw milk and processed milk value chains have been established through the Cooperative system; however, since raw milk is easily perishable, rural areas that do not have refrigerated equipment are hindered from selling to consumers areas away from cities. Under these circumstances, a project to enhance the value chain to produce, process, and sell milk and milk-related products at a satisfactory hygienic level in disadvantaged areas was planned and this preparatory study was conducted by PADECO.INDIA
