Technical Assistance for Uttar Pradesh Major District Road Investment Program.

Client: Asian Development Bank (ADB).

The project aims for improving the inadequate road connectivity and capacity in Uttar Pradesh, to help address these issues and to maximize transport's important contribution, the UP Public Work Department (PWD) initiated the project for Technical Assistance for Uttar Pradesh Major District Road Investment plan with financial assistance from ADB.

PADECO INDIA responsibilities in the project were:

To undertake sector preparatory work and define the scope of the ensuing investment program including Road sector assessment.

To prepare the multi-tranche financing facility (MFF) frameworks, including safeguards and financial and economic viability assessment of the ensuing investment program.

Assess the prioritization for Tranche 1 roads.

Assess and strengthen detailed project reports (DPRs) for Tranche 1 roads (prepared by UPPWD) for financing by Asian Development Bank (ADB), including safeguards due diligence, with better project readiness.

Technical review (road feasibility, cost-effectiveness, road safety, climate resilience aspects of design).

Economic analysis (including determining Economic Internal Rate of Return (EIRR)

Environmental safeguards, social safeguards, social assessment, and a gender action plan

Identify UPPWD capacity development needs in developing and managing state roads sustainably (planning capacity, procurement, and contract management, road asset management, streamlined business process, road safety, environmental consideration).
