Expressways are the highest class of controlled-access highways where entrance and exits are controlled using ramps that are incorporated into the design of expressway. The Bangalore - Chennai expressway also called as National expressway (NE-7) connects the two capital cities i.e., Bangalore & Chennai of two Southern states Karnataka & Tamil Nādu respectively.
PADECO INDIA provided Public-Private Partnership (PPP) and financial expertise and feasibility study for the project. Toward realization of PPP for the project, PADECO evaluated current policies and institutional/legal frameworks related to PPP and the financial validity of the project.
Review of legal/institutional system related to PPP, especially for procurement processes (applicability of unsolicited proposals), for viability gap funding (VGF).
Review of tariff levels and a tariff collection scheme.
Preparation of project cash flow and evaluation of financial validity of the Project (Project Internal Rate of Return (IRR), Equity IRR, Debt Service Coverage Ratio (DSCR) including decree of VGF, sensitivity analysis.
